Lifeguard Dorian Paskowitz with surfboard at Belmont Park in Mission Beach, circa 1940. San Diego inaugurated lifeguard service in 1918 after thirteen people drowned on a single day in Ocean Beach. Initially lodged in the police department, lifeguards by 1935 numbered six full-time and thirteen part-time. During World War II, the city arranged for seven lifeguards to be exempted from the draft.
